JOHN “MILES” MCCLUNG

Vice President of Operations

John “Miles” McClung is the Vice President of Operations for XSTAR Aviation, where he leads all aviation operations, program execution, and growth initiatives for the company’s contractor-owned, contractor-operated (COCO) flight operations in support of the United States Air Force. He oversees the development and fielding of XSTAR’s flagship programs, including the Bomber Supplemental Trainer for Aircrew Readiness (BSTAR), and plays a central role in aircraft acquisition, mobilization planning, curriculum development, and enterprise-level operational strategy. Miles joined XSTAR after serving as a senior project manager at the Small Business Consulting Corporation (SBCC), bringing extensive expertise in joint air operations, operational planning, and JADC2 integration. Where he leveraged his background to guide complex aviation programs from concept through execution, ensuring alignment with Air Force Global Strike Command’s highest-priority readiness initiatives.

A retired Air Force Colonel with over 26 years of service, Miles commanded at the Wing, Group, and Squadron levels. As Commander of the 7th Operations Group at Dyess AFB, he led the Air Force’s largest B-1 operational group, directing more than 450 Airmen. He also served as Vice Commander of the 379th Air Expeditionary Wing in Qatar, managing $12B in resources, and as Chief of Combat Operations and Integrated Air & Missile Defense for U.S. air operations across Europe and Africa. Miles holds a Bachelor of Science in Electrical Engineering from North Carolina State University, a Master of Strategic Studies from Air War College, a Master of Science in Strategic Intelligence from the National Intelligence University, and additional graduate degrees from Air University and Touro International University. His leadership, operational expertise, and deep experience across global air operations make him a key driver of XSTAR Aviation’s mission to deliver high-impact, modernized aviation solutions to the Department of Defense.
